We are writing this preface in mid-January 2013. Our media are reporting on the latest hostage crisis – on this occasion an unfolding tragedy in an oil and gas facility in eastern Algeria close to the Libyan border. Terrorists have taken hundreds of workers hostage – many have already been killed.
