Assessment of the quality of institutional care for adults with psychosocial and intellectual disabilities in the WHO European Region

Ensuring access to safe, effective, high-quality care is a central objective of national mental health policies and programmes throughout the WHO European Region and is a vital element of regional policy frameworks, including Health 2020 and the European Mental Health Action Plan 2013–2020. Many Member States, however, have reported that fulfilling such principles is a major challenge because of the low priority of and investment in mental health systems and their reform.
