The prevention of child maltreatment is a mainstay of the actions required to reduce inequity in Europe and achieve the goals of Health 2020, the European health policy framework. The abuse and neglect of children is a product of social, cultural, economic and biological factors occurring in all societies and countries. In the WHO European Region, it is a major public health problem affecting at least 55 million children during their childhood and is often associated with lifelong adverse consequences resulting in mental and physical ill health and poorer social attainment.
